*In the above cases where there appears to be a tie, we rated the issues ahead of the others because of the highest number of 1’s 2’s and 3’s to decide the top 6 issues that were voted on. For example Youth and Transportation appeared to be tied, however we rated Youth as #1 because it had more #1’s than Transportation, and therefore had an overall higher rating.
